New ilb signed today

the Packers released cornerback Herb Waters and placed undrafted rookie wide receiver Jake Kumerow on injured reserve then signed inside linebacker Korey Toomer to currently put the Green Bay roster at 52 players. They still need to sign one more player.

The Packers are signing former Dallas Cowboys RB Darius Jackson to their roster, a source confirmed. Jackson, a sixth-round pick 2016, has not carried in an NFL regular-season game. He had a knee injury last season. The Cowboys had brought him back to the practice squad because they kept only two backs on the roster -- Ezekiel Elliott and Rod Smith. Jackson joins Jamaal Williams and Ty Montgomery in the Packers' backfield until Aaron Jones comes back in Week 3. The Forth-Worth Star Telegram first reported the Jackson move to the Packers.

That is a puzzling sequence of events. Wonder why they did not just claim him yesterday, but wait to sign him after Dallas had signed him to their PS.

Only thing I can think of is that they were trying a trade and that feel through, or that they signed him for a different deal than that of his original contract
If winning isn't everything, why do they keep score?

Beats me.  But maybe:
1.  You screen the list of cuts on Saturday and make claims.  (1st wave). 
2.  Every team who successfully makes a claim on Sunday then cuts some new guys.  (2nd wave).

Maybe they wanted to see the second wave before making a claim, in case something better turned up?

3.  Maybe they also wanted to defer their own 3rd wave (Waters, as it happened) in hopes it might improve their chance of keeping guy on PS, *if* they liked him?  (As it happened, they oped for Tony Brown ahead of Waters; but they didn't know there would become available a guy they liked better on Saturday?)

Hard to say exactly, but it does seem a given that Jackson was atleast Plan B.
